How I Defined “Safest”
Determining the “safest” destinations for American travelers isn’t about popularity or familiarity. Some countries that frequently top leisure itineraries—like Canada and Mexico—did not make this list because they fall outside the most peaceful rankings for U.S. visitors at this time. To ensure an impartial selection, I relied on two authoritative measures:
- Global Peace Index (GPI) Ranking
I began by identifying the ten countries with the lowest composite scores in the 2025 GPI, published by the Institute for Economics & Peace. The GPI evaluates 163 nations—covering 99.7 percent of the world’s population—across 23 indicators in three domains: Societal Safety and Security, Ongoing Conflict, and Militarization.
Only countries with the strongest overall peace profiles advanced to the next stage.
- U.S. Department of State Travel Advisories
Next, I cross-checked each top-ten GPI country against the State Department’s advisory levels. Only destinations rated Level 1: Exercise Normal Precautions were included, as they carry the lowest official risk designation for American travelers.- Level 1 – Exercise Normal Precautions: “This is the lowest advisory level for safety and security risks. There is some risk in any international travel, and conditions in other countries may differ from those in the United States.”

Understanding the Global Peace Index
The Global Peace Index is the leading annual measure of global peacefulness. Its methodology comprises:
- Coverage & Data Sources: 163 states and territories (99.7% of the world’s population) assessed via 23 indicators drawn from reputable organizations (e.g., Uppsala Conflict Data Program, Stockholm International Peace Research Institute, UN surveys).
- Assessment Domains:
- Societal Safety & Security (e.g., homicide rates, violent protests and demonstrations)
- Ongoing Conflict (e.g., number and duration of conflicts, conflict-related fatalities, war)
- Militarisation (e.g., war, military expenditure, troop levels, arms imports/exports)
- Scoring Mechanism: Each indicator is normalized on a 1–5 scale; lower scores denote greater peacefulness. Composite scores determine national rankings.
